Replacing raspberries

In 2007 I planted some Autumn raspberries and I think they need replacing now.  I know that a) I need to do this by the end of March and b) I need to replace the soil.
How do I replace the soil?  (BTWI don't have a car).  Can I just put fertile fibre on top?

why do they need replacing?  Perhaps the soil needs more food?

I've had my raspberries since 2007 and they are still going fine. Mind you I have added a lot of spent compost every autumn and also I feed them with something like chicken pellets and calcified seaweed every spring. We had more than we could eat last year.

Rasps are more of a long-time investment and, provided the conditions are right, should fruit for many years. Could you let us know what seems to be wrong with them - thanks.
I work very hard so don't expect me to think as well.

They fruited badly last year and a few canes have gone.  However maybe I just need to weed them, feed them and put a few more canes in.

I inherited some well established but neglected raspberries in 2011/12.  They had very small berries on them the first year. Over the succeeding seasons I have mulched and put compost on the in the Autumn, cut right back on one occasion and there are now some which are quite obviously past it and some which have come back to give some gorgeous raspberries.  New runners will be coming up all over the place so suggest perhaps you mark and cut out the non-producers and tend and extend the ones that give you a good harvest.
