Right, before i knew what I now know,I've made the mistake last yr of chucking weeds in my compost bin, including mares tail. I didn't know then what I know now about mare's til I learned it from this website over the last few months or so.
I'm managing to keep it in check by digging it down to the root as it appears in my garden but as it is now growing in one of my compost bins  :shock: , I've not opened that bin for 2 weeks now as I've had other things to deal with, but the question is; the compost bin is in my garden, council won't take soil, with garden waste, burning is limited within a housing estate, how do I get rid of the contents of that bin?

Just empty it out carefully somewhere( I mean in your own property )and you should be able to remove all the marestail or if this isn't possible just put a bit in with with your general rubbish every week if the council won't take soil to get rid of it.

The correct way would be to bag it and take it to the local dump

Personally I'd put it in your garden waste bin.

It is garden waste ,the fact that it's turned into compost isn't your problem and let's face it they should be grateful,as it's saved them time turning it into compost.
