Anyone know what's causing this where the fruit is just going into a ball

It's a gall which will have an insect larvae inside. I'm not aware of one specific to the gooseberry in this country although there is a gooseberry gall midge in the USA. It might be worth contacting the RHS or Dept of Agriculture.
