when the advise is

"do not plant in an area that has been previously manured"

does that mean just manure, or would it include a good mulch of garden compost?

yeah is just means pooh

Pooh is dead rich and too strong for carrots, parsnips and seed sowing so you avoid that patch of ground for these things. It'll be fine after a season though when the strength has worn off
