onion seeds - too cold?

Hello, well i sowed my first batch of seeds three weeks ago and the spinach, pak choi, brocolli, cabbage and radish have come up fine (though the spinach are a bit too leggy for my liking) but my onions, red onions and spring onions havnt done a thing. it is a little cold still in my shed but the others didnt seem to mind. should i start again?
