Quite normal, they'll start shooting as the weather warms up a bit.

I like to start some off early in 3inch pots in the polly tunnel it gives them a bit of a head start on the rest when I plant them out with the rest of the sets.

If you are planting your onion sets directly into the ground, do it carefully.  Don’t push the bulbs into the ground as this can damage the root plate.   Make a hole for them with a dibber and bury the bulb so that its nose is just showing.  Water them in and ensure the soil remains moist if the weather is dry. They should begin to push a green shoot up within about a week or two.
