Straw as hay can be dusty and Chickens and dust do not mix. Personally I use dust free shavings as I can pick out the droppings easy also it comes in a bag and I don't end up with straw every where.

Don't give them hay at all, it's quite tough compared to straw and can get compacted in their crops.
