Is the amount of potato foliage relative to the amount of potatoes underneath?my leaves seem rather weedy compared to numerous neighbours and I was just curious?

It depends on variety and all sorts of other factors. Had a furtle under my Dunluce which have haulms about half the size of the Charlottes and there's lots of little tatties under there.

Huge shaws could mean that your neighbours have used a nitrogen rich fertiliser which has fed the foliage. You have probably used a high potash fertiliser and will get loads of spuds.
Biggest is not always best when it comes to potato foliage
