Last years carrots

Last years carrots

I grow in small troughs. Mainly Parisian market.
Last year tried for a third crop. Didn't make a crop, as in to small to pick.
So just put the troughs in greenhouse. Brought back out but carrots don't appear to be growing.  Lots of foliage but carrots just not doing anything.
Not dieing off.
Is this a start again job?
Anyone else had this problem?

Carrots are among the group of plants that set seed in the second year.

I suspect the plant will put more energy into this than into growing the root more.
I try to take one day at a time, but sometimes several days all attack me at once...
