Anyone else had this problem? Maybe I overwatered. Is it worth chitting them on blotting paper? Thanks for any suggestions

Are the seeds old?  That's when I get this problem.  If you already tried to germinate lots then it might be best to just replace the seeds.

Yes to chitting, as other suggested.
Soak for a few hours first until they start to swell, then go to the damp blotting paper, or paper towel.

just planted some out that were chitted late [in takeaway carton with damp tissue] put in 40 cell tray all 40 came up from last year saved seed.  i think you still have time to start again  good luck
