When to transplant the above, how much root is required to be succesful?

I think you've already done the hardest part - rooting in water can be a bit hit and miss with the more woody types of cuttings.

Don't have to wait for a substantial number of roots - the plants will appreciate the nourishment from being potted up into compost (I wouldn't plant them out in the garden until they've become a bit more established.)

Thanks for that reply JayG, I forgot to mention I did pop some hormone rooting powder in the water to start with.  Could I not pop some 'plant food' in there now?

If you've got roots of any description I'd just pot up into MPC and avoid it drying out.
