Garlic bulbs - clove definition?

Pulled one of my garlic today (need to check variety in my diary) and it had a large bulb at the bottom (5-6cm across) which I am sure is big enough to hold many cloves but there are no cloves visable - do cloves only become defined when it starts to dry?

Thanks folks, they were autumn planted, from my set from the Garlic farm. If I pulled the right one  I think they are the variety that should be ready from late May.   I will have to have a feel and see if there are cloved underneath, they went in in Oct so have certainly had a cold spell to form cloves.
