Ornamental cherry blossom

In the 18 years we've lived here the ornamental cherry tree has had fabulous, prolific blossom but this year the blossom hasn't opened out fully and has started to go brown. Just wondering if anyone knows why this might be happening ....is it terminal for the tree?

Thanks...I hope that's all it is although there don't seem to be any leaf buds. I'll give it some time to see if it recovers and I'll have to grow something through it for this year as the garden looks very sad without it.

It seems to be frozen in time...flower buds started to open about 3 weeks ago then stopped, some flowers turned brown others have remained partially open and there is no sign of leaves developing....so odd
