Banding for leg feathered breeds

Banding for leg feathered breeds

I was reading an internet article about raising chicks and it said that with breeds that have leg feathers they should be banded at about 8 - 9 weeks.  I am not sure what this means and what I need to be doing.  Can anyone enlighten me?  I have a Pekin and a Silkie chick both coming up to 8 weeks.
11 bantams (and counting!) 2 dogs 1 cat

they probably meant the leg rings to identify each individual bird.
Staffies are softer than you think.
