I sow mine in a couple of water butts with drainage at the bottoms positioned around the 3 foot height off the ground. I fill these with upside down turves and then fill up with last years' tomato and peppers compost and finally a bit of new compost to sow in and give them a start.

Sowing at this height is supposed to avoid carrot fly so long as there is no way they can glide in from a taller structure.
