Cropwise, I'm disappointed if I don't get 15-20, if not more off a root of earlies, but this is in open ground.

Would a recently dug 9 foot long terraced plot be classed as open ground?

I usually put 8 rows of earlies in, because of the terrible wet weather we are having,I have only been able to put in 4,as I shall be in Tenerife for 2 weeks starting 27th April,would I be to late to stick them in when I get back??.

No. Obviously the crop will be later, but as you've staggered the plantings, you'll have a longer season of "new" potatoes.
