irregular potatoes

I grew potatoes for the first time last years. Planted Arran Pilot April 7 and was digging salad size tubers by 4 June, 9 weeks. The plants were not very tall.

This year I planted them April 10, and now after 10 weeks I have tall plants with flowers starting but there are no tubers yet.

Do other people find such a difference?

"Special" = "no potatoes".
I do not find this acceptable. I shall complain to the management.
