Advice on rats/disease and crop damage (Im a newbie)

Hi all,

So we've just taken on an allotment for the first time and have realised that the learning curve is steep!

The plot has had chickens in the past, a couple of coups and a cabin/shed as well as a good amount of growing area. I've been made aware that rats have been noticed on the plot so i need some questions answered if possible.

If rat urine has dried/is old on timber inside the shed, is it still possible to contract Weils disease or is that from wet urine/faeces and stagnent water?
---What can i use to clean the interior? Disinfectant and water?

If the guy next to me does nothing about rats on his plot, does that mean i am going to be fighting an impossible battle?

Presuming i can keep an UNinfested compost bin and use that on my beds, what if rats urinate and mess on the soil that crops are growing in? Will the food still be safe to eat?

Rubber gloves  and Jeyes fluid - I don't like the smell but neither do they
