On this engine is there and kind of manual throttle or choke control? I've got a mountfield sp464 with engine, but am surprised there are no controls for this. Also when the engine runs the engines rpm's rise and fall constantly. If anyone could shed some light on the I would be grateful.

You'll probably have a push-bulb-primer to start the engine. That takes away the need for a choke.
Many mower makes no longer fit a throttle (don't need one if you don't have to set the engine to "choke" to start it.
Engine "hunting" is common on this model when the carb diaphragm becomes old, the fuel pick up pipe get blocked, or the push-to-prime bulb gets a hole in it.

Thanks for the help. I have the carb and tank off and will replace with a new Diaphram tomorrow, plus some new oil and spark plug.

Quick update, when the engine is told it takes about 10-15 pulls to start and then does rev up and down for a while. Could the governor spring need replacing?

It really shouldn't take that many pulls to get it going, 3 is usual

It seems that It needs to be primed about 6-7 times from cold. Maybe this is linked to the up and down revving? Maybe a blocked pickup tube?

Have you replaced the diaphragm?
