I'd say nothing unusual. Looks like the flowers have run their course and re now withering to reveal a bean. Or drop off, of course!
Did it really tell you to do THAT on the packet?

That’s what it looks like to me! Should I not have put them where they are? Maybe a shadier area next year?

Not at all unusual that the early flowers don't set - bees have many distractions at this time of year, and runner bean flowers aren't the easiest to pollinate.
Annoying to see flowers drop, but in 50+ years of growing them I've never finished up disappointed.  :)
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

when we planted our runner beans in a long row we put environment net round them and it seemed to help them get established we have since removed the mesh and they seem to be growing but a good drop of rain would help things along so fingers crossed

and the bean row is partly in the shade?

The flowers at the bottom rarely do very much, but they improve considerably when the vines reach the top - especially if you can be bothered to pinch out the ends!
