I think you mean Polka Raspberries.

They are Autumn fruiting, and you have to prune the old stems down to about 3in anyway. The shoots that flower and fruit next year will grow from the bottom of the stem and from the roots.

Bare root raspberries are only usually sold between October/November to February/March.  If you planted them February/March and they haven't grown over the summer, they are already dead.

At garden centres they are often stuck into a pot in a clump with compost to stop them drying put.  They still come in at the same times, so if you bought them a few months ago and they were 10" tall sticks in a pot, they sold you a dud.  Anything left from the spring would have been sold off or put in the bin before they tried to shoot up to their full height.

There was a thread last Spring where many people worried that the canes they had put in over the winter had died. I think all or most came through and started to grow quite late on, mine certainly did and I had a fine harvest from them despite appearing to be dead as late as April this year!

The top growth of the old cane is essentially dead, but next spring, new canes will come from the roots below.  I wouldn't be too worried about the bits you can see sticking out of the ground.
