Wondering when best to pick toms, when they're completely red, almost fully red, blushing or, green to ripen on the widowsill?

Depends when you plan to use them. If for immediate use, pick when red. If to go into a cool storage area or pantry, pick when just turning. Only pick when unripe at end of season when not enough daylight or warmth left to ripen them on the vine
