I have planted as early as this without problem.  Checklist :

1. do not plant bulbs from Southern Hemisphere
2. fertile ground is best, I use rotted manure to enrich
3. split into cloves, plant thin end up, 3 inches deep, 5 inches apart each way.   You can increase spacing if your hoe won't fit between

Hint: sow fenugreek on top to suppress late growth of weeds.  It is edible (salads, curries) and will be killed off by frost so no need to dig it up.

I have my garlic seeds for this fall's planting but am holding off for a bit as I want some quick crops of beets, chard and small carrots first. My garlic seeds will go in September, which gives them ample root setting time before winter.

Garlic is more a cool weather crop so they'll be slow to pop out in summer heat, but you'll soon get some top growth which you shouldn't pick at all, more like small onion top growth. Cold winter temps are needed to properly set the roots and come spring they'll explode with growth - for July harvest.

After a period of dormancy, yes, they should shoot but main growth happens underneath.  They'll be up with the daffodils in spring

plant them on top of the garlic
