I don't think you will need an accelerator, I think you will find if the heap is big enough it will be too hot to put your hand in it, turning will speed it up though.

I agree with Amilo. I would stack it and cover the top with a tarp, just to keep the rain off and some heat in, and leave it. It should be ready to use in time for next spring. As Amilo says, turning it occasionally will help speed things up.

The horse wee will act the same as Garotta. Cover to keep the wet off but don't let it get too dry. Turn the heap once or twice. It is "hot stuff" and will get warm, but should give you a lovely rotted heap to use in spring, or you can lay it on an unused area of soil to rot down over winter.
I work very hard so don't expect me to think as well.

I agree cover it but to stop it getting too dry wrap it like a cake.  Carpet (or some other membrane like material) on the top to let some moisture through but black plastic round the sides to stop too much rain leaching out the goodness.
Worked for me and by the spring I had compost like Christmas pudding, lovely!

I've filled one of those big builders bags they deliver topsoil and stuff in, with a pallet laid over the top to keep my thieving dogs out. Crossing my fingers it will rot down well in there.
