I will be attending one in cambridge first time. but not sure what to expect.

As they mentioned some stalls Thomas Etty Heritage Seed Merchants,Transition Cambridge, Trumpington Community Orchard, Heritage Seed Library, Cambridge Sustainable Food, Raffle, and more.

are they commercial stalls? or mix of both swap stalls and comercial/paid membership kind of things ?

I think it is a mix of local stalls as in commercial seed seller and seed library.  It sounds very interesting so worth going IMO

me too tempted and asked OH if we can attend.

does it really worth to visit such in my 2nd growing year..as I have bought many seeds ..and really want to grow again basics and not many bought varieties...this event happens every year so it might worth to wait another year If I have to spend few more quids further to comuting and entry for 2 of us.
