When is the best time to take a cutting??

They are ones you do root cuttings of.  I've not tried it but I remember seeing someone on tv talking about it - Carol Klein 

Its a job for later on in the year when the plant is dormant.

You could also try non flowering shoots now around the edge of a pot of gritty compost
