My neighbour is harvesting his onions here at the plot as we speak.

Mine have started to flop over like the pic - are they ready for harvest yet or am jumping the gun?

No, they are just top heavy. Wait till the foliage goes a straw colour and then lift them gently with a fork and leave on the surface to dry. If it is wet put them somewhere light and dry and try to get a lot of fresh air movement around them.

They look good, i would wait till tops die off too.

I'm using mine now as I go along, thinning the rows out and hopefully by the time I finish them all the maincrop will be ready.

ours look like that as well, I will start using as soon as we need onions..main crop beginning to swell nicely now

As others have stated, if you need them, use them. Winter onions do not store as well as spring planted ones.
