A friend made some apple cider last year but it has turned to vinegar, probably due to lack of sterilization!
It's been made organically with his own apples and it's cloudy and tastes like.....vinegar!
Will it be alright to use?

It might be, but IMHO it isn't worth risking it. The alcohol content may be high even though some has changed to vinegar and you don't know what other organisms could be present. Usually the fermentation kills off 'baddies', but here it obviously hasn't gone to plan. Use it to clean your windows.
