Get the scissors off and snip'em.  Use those bulbs first, when it comes to harvest time.

Scapes on your garlic is quite common.

They come from the centre of the bulb, between the cloves and do not affect them. There is no need to use them first.
Did it really tell you to do THAT on the packet?

I like to let a few flower but I do plant about a 100 cloves every year.The flowers are large allium type(what else would you expect).If you compare the price of a clove of garlic to an allium'mount everest' bulb (to which they are almost identical) the garlic flower is really good value for money.
