I use the white 15mm pipe from the builders merchant. Cheaper than the blue, more flexible and just as strong, it also fits nicely onto canes.

If you only want narrow-width cloches then 4mm galvanised fencing wire is cheaper and much more compact than piping. I find that it will support plastic sheeting up to 2m in width, although 1-1.5m is optimal.

The fencing wire is a very good idea.

I ordered the economy garden hoops from here. Per metre they didn't work out much more expensive than the hose and they come with anchors. I'll use the fencing wire for smaller beds.

You've all been very helpful.

I made some using the blue water pipe, and some short canes stuck into the ground onto which I put the Blue pipe hoops onto and then Scaffolders Debris Netting to keep the butterflys off. Some pictures showing how easily a 9 years old can build it! on my Blog.

(The black water pipe may last longer than the Blue as the Black is for above ground and has UV inhibitor, whereas the Blue doesn't as it is intended for underground )

Also some good info and pictures in this thread:
