Carrot seedlings eaten

I sowed some overwinter carrots last month, some under cloches and some in a container in a cold frame. The seedlings came through and were growing away nicely, I lifted the cloch yesterday to find that all the seedlings had vanished. I then checked the cold frame and found that most of the seedlings in the container had also  gone. Could this be slugs?  The cloches are closed both ends which would seem to rule out rabbits. I am very dissapointed as I was looking forward to some nice early carrots in the spring and fear it's too late to re-sow now!.
There is no better show of antisipation than a man sowing seeds in a field.

It does sound like it could be slugs - the little ones are usually below the surface of the soil so  putting a cloche over just keeps them warm. They love the new growth - last year about this time of year I sowed a green manure and it all came up looking good but two weeks later it had all been eaten by the little beggars! A friend of mine has taken to putting slug pellets down before he plants things to give the seedlings a better chance - it seems to work for him.

any signs of digging? I lost my first sowing this year to magpies  - caught them in the act!  >:(

Thanks for the replies.  There is no sign of digging which makes me think it could only be slugs, although it has never happened before. I have put down  slug pellets in the cold frame which may answer my question, if I find slimy trails.
