Treat it as you would a large garden rose, except in smaller doses - water, deadhead, light regular feeding, plenty of light and air (to avoid diseases and pests). Don't set outside unless you know it's been hardened off (adjusted slowly to strong outdoor light). Keep the soil base clear of fallen leaves, etc which easily start mold problems. Later you'll likely need to re-pot into the next size up - shake off some of old soil and fill with new soil.

If it is one of those tiny roses, it's probably rose cuttings, rooted in a pot.

They will be growing on their own roots as opposed to most roses which are grafted onto a  hardy rootstock.

As Trilium say's probably, not hardened off, grown in greenhouses for indoor plant sales.

we have had success this year with cuttings and seeds taken from our roses . . . . compliments of the instructions from the royal horticultural society book " encyclopedia of gardening " which we use as our bible . . . . brought from a charity shop last year for a couple of quid by my Jane . . . . we have certainly got our moneys worth from it lol
