i have a friend who has racing pigeons.can the droppings and bedding composted be added to the soil? or is there a reason why it cant?

Only in the compost heap as it is far too strong otherwise.  See manure in the Glossary (follow Help Topics in my signature)

pigeon muck is great stuff but you do nede to leve it for a year befor yousing it utherwise you will burn the plants

I have racing pigeons and just fling my bird poop into the beds whenever needed. Because the birds are continually dropping on the same spot, you get a varied mix of fresh and old. Nor do you get masses of it unless you're running warehouses of birds so you must spread out what you get. I've never noticed any decline or struggling by plants, but using it in fall to lay dormant is the best if possible. Some use it to fire up sluggish compost piles.
Also, be sure you've got good clean birds or I'd rethink using their poop.

My father in law has pigeons, he chucks the muck straight in the beds too. It doesn't seems to do much harm, he's grown spuds in it and cabbage and they always seem to do well!
