i really want to practise my icing skills but have no excuse to make a cake or biscuits etc..

is there any one near me who would like some if i made them - or does anyone have an suggestions as to where i could give them to?

If you're really giving them away, why not look out for local organisations (eg playschool) having coffee mornings and offer them for sale or raffle? If you have a local free paper they usually have some sort of "What's on" feature, and should give a contact phone number for this sort of event.
Would-be organic but still learning!

living in a small village means theres not a lot going on,  

there's the school bazaar coming up but thats it really.
