Heated propagation bench questions

Hello,
I'm getting electricity to my small polytunnel for the first time and want to set up a heated bench of some sort for germinating veg seeds and growing on tender plants..
Just at the initial planning stages & looking at the basics. Such as whether to go for wet sand/soil warming cable or for heated mats. Would either of these be better with capillary matting?
Grateful to hear any tips/experiences with heated benches please,

Hello here's how we made ours at the nursery I worked at it was 140 foot long 6 feet wide 6 inches deep had a plywood base this was covered with a polythene sheet that went up the sides and stapled on then 2 inch of sand the heating cables fixed at one side then at the other moving up the bench at 2 inch spacing  for the first 10 feet then gradually widening  out 3 inch 5inch 7inch then covered with another 1inch of sand you'll need a good rod thermometer above the heating cable but not touching it then a propagator cover ours was a Melbourne cloche  then the plants gradually moved up the bench with a bit of heat till they were hardened off the rest of the bench was covered with fleece or as we knew it then geo-textile jezza
