Title: Small caterpillar

These are on my lavender plant they are called up the spikes I  spryd them yesterday with bug clear But thay are steel alive what type of caterpillar are they they are very small don't dangle on a small thin web

I've just done what you probably did: Googled your problem. Not much came up apart from other people with the same problem but no solution. Time to remove them by hand, perhaps. Good luck!

I think they are tortrix moth larvae - Google these and see what you think. They attack Rosemary too.
