Lavender is quite tough stuff. You'll find it will probably recover, maybe with some partial damage.

My lavender looks the same,it always does after the cold weather,but it usually comes back to life with some warmer days,i do prune the tips back to thicker stems,it flowers every year :)

Be cautious when pruning lavender. If you cut it back too hard, it may not re grow.
